Italy COVID- 19 deaths: 84% Covid-19 (corona) positive deaths are among people aged above 70 years.

In Italy, 84% Covid-19 (corona) positive deaths are among people aged above 70 years 
Therefore, take care of the elders. 
Since, last more than 6-7 years, Flu in every winter causes an average of 17000 deaths in Italy. 
As per the report prepared by Italies COVID-19 Surveillance Group and published on 30.03.2020 the number of cases of deaths who are positive has reached upto 10026 and average age of patients dying for COVID-2019 infection was 78 yrs. Women dying for COVID-2019 infection had an older age than men i.e., average age is 82. 84% of the deceased are over 70 years old and 10% of the deceased are over 90 years old.  
Overall, 51.7% of the deceased presented were already suffering from three or more chronic diseases, 24.5% with 2 chronic diseases, 21.6% with single chronic disease and 2.1% without any other disease.  The chronic diseases include in particular cardiovascular problems, diabetes, respiratory problems and cancer. Experts says, in such cases whether the actual cause of death was the corona virus or already existing diseases is not yet known. 
Northern Italy has the worst air quality in Europe. In Italy, the elderly population is very high. 22% of the population is 65 years and older and more than 10% of the total population is over the age of 75 years, which is more prone to this type of disease. This is increasing the number of respiratory diseases and deaths there, and therefore there is an additional risk of the current epidemic.
As per the study published in 2019, International Journal of Infectious Diseases; 7,027, 20,259, 15,801 and 24,981 persons of Italy died in the winter season of 2013-14, 2014-15, 2015-16, and 2016-17 respectively due to flu/ influenza. Means only in winter season of 5 years, 68068 patients died i.e., on an average 17017 patients died in each winter season of Italy.  It’s very unfortunate that the death toll is increasing yearly in every winter season of Italy.

Swine flu outbreak 2009-10 and its fear.

Did the fear of #swineflu outbreak occur in our country in 2009-10? And does swine flu causes hundreds of deaths even today? So, shall we also care about swine flu along with Corona? #swinefludeaths. For #Marathi readers Marathi version is also posted.
Swine flu pandemic has created global panic and anxiety in 2009-10, just as the #corona virus caused today. 
Initially it was reported everywhere in 2009-10 that due to Swine flu millions of people would be killed in the coming short period, and the serious consequences would be far greater in countries like #India. 
If we study the cases of swine flu in 2009-10 and their deaths, it seems that the way in which panic was created initially; nothing like that happened at the end. It is important to mention here that you still have hundreds as well more than thousands death annually as mentioned in the table.
It was predicted that the death toll due to swine flu would be 3.4%. But, fortunately in the end the mortality rate was very low, only 0.02%. Swine flu outbreak of 2009 in the USA, has killed 12469 people and nearly 2000 died in India. Thereafter regular deaths are reported in both count
So why the atmosphere of panic and anxiety is created at the beginning of such epidemic?
It is important to keep in mind that in the early stages of the epidemic we give more importance to the more serious cases, so that the infected but mild or non-symptomatic cases are ignored and not investigated. So, the record is not taken. So, the mortality rate due to epidemic appears much higher initially than it actually becomes. But in the end when we start to look at the whole matter, it turns out that death rate is actually very low and not as predicted initially.
In any such epidemics, most of the conversation is focused solely on the death toll. Due to this, the initial mortality rate of swine flu was very high at that time. As more cases of swine flu began to unfold, the mortality rate observed at the beginning showed a much lower decline.
Therefore, we would expect that because of the careful steps taken by the government from time to time in this Corona Epidemic we would suffer less and we will get out of Corona and swine flu as soon as possible. For this, I think that we should carefully follow the guidelines given by the government and make constant efforts to increase our immune system.
Also, we must learn to look for reliable information from trusted sources, learn to care without fear, maintain a happy environment at home, and so that the immune system of ourselves, our relatives, friends and community should be increased.
Let us hope that the #Corona will not sit like the swine flu virus has been sitting on our neck forever and it will be vanished forever.

Various issues raised by Dr Indrajit Khandekar like poor quality of autopsy services, post-mortem examination by untrained MBBS doctors, not having autopsy facility at private medical colleges, mockery of rape victim examination, poor quality of medico-legal education, faulty curriculum and role of MCI were highlighted in Parliament (#Rajyasabha) of India on 04.07.19 by Member of Parliament Shri Dr. Vikas Mahatme sir.

Ministry of Women and Child Development (MOWCD), Govt of India has asked the School Education Dept to act on the introduction of Comprehensive Sexuality Education in school syllabus. It took around 2 1/2 years continuous follow up to get this direction from the MOWCD.
We have received letter from Shri Aanad Prakash (Deputy Secretary- MOWCD) about the same. Even we received phone call from the ministry and it appreciated our efforts regarding sexuality education. We are aware that this is just the beginning and long way to go.
Hope, we get strength to perceive the matter further as it is very time consuming process to get the work done at govt level.

Sexuality and Relationship Education for kids. "लैंगिकता व नातेसंबंध शिक्षण: पालकांची भूमिका" #Sexualityeducation #Sexeducation

Delivered a talk on “Sexuality and Relationship Education for kids: Role of Parents” ("लैंगिकता व नातेसंबंध शिक्षण: पालकांची भूमिका") on 11.08.18 at Shri Jawaharlal Darda Education Society’s Yavatmal Public School (YPS), Yavatmal. The programme was conducted in 2 sessions. Around 900 parents attended the event. Though, I had delivered talk on these issues before also, addressing such huge gathering was for the first time. Shir Kishorji Darda (Chairman of Darda Society), Shri Jacob Das (Principal, YPS), Niharika Prabhune (Principal- Pre-primary), Shri Vinod Gabada (PTA, Vice President), Shri Shankararao Sangale (Trusty Darda Society), Adv Shri Amarchand Darda, Shri Manikrao Bhoyar, Shri Aanandrao Gawande was prominently present. Central Govt Panel to improve quality of Forensic (medico-legal) Post-mortem Service and condition of morgues.

Central Government has set up a 9-member committee to consider the SUGGESTIONS given by us to improve the poor conditions prevailing in mortuaries & poor quality of post-mortem services. MGIMS Initiative.
This move came on the directions of Bombay High Court- Nagpur Bench in the PIL filed by us. 
न्यायवैद्यक शवविच्छेदन सेवेचा दर्जा तसेच शवविच्छेदन गृहांची दयनीय अवस्था सुधारावी म्हणून आम्ही दिलेल्या सूचनांचा अभ्यास करून योग्य ते दिशानिर्देश तयार करण्यासाठी केंद्र सरकारच्या आरोग्य व कुटुंब कल्याण मंत्रालयाने ९ तज्ज्ञांची समिती नुकतीच गठीत केली आहे.

Legal discrimination against female in relation to sexual rights (Adultery Law-497 IPC)

RTI information from Home Department reveals legal discrimination against female in relation to sexual rights. 
Wife can’t file criminal case against hubby’s ‘keep’ under IPC; BUT, man can: RTI.
Extramarital sex by husband is not a crime but by wife it would come under crime.

The discrimination as far as female is concerned are as follows: 

1. There is NO section in Indian Penal Code which permits the WIFE to file a criminal case against the OTHER PERSON with whom the HUSBAND had a consensual sexual intercourse without the consent or connivance of his WIFE. BUT, husband can file a case against the man with whom his wife had consensual sex. 

2. There is NO section in Indian Penal Code or any other law in force at present which says that, if HUSBAND had a sexual intercourse with OTHER PERSON without the consent or connivance of his WIFE then that OTHER PERSON is guilty of the criminally punishable offence. BUT, law says, if wife had sex with other person then the other person is guilty of the offence of the adultery. 

3. There is NO section in Indian Penal Code which says that HUSBAND cannot have consensual sexual intercourse with OTHER PERSON without the consent or connivance of his WIFE. BUT, law says that wife cannot have sex with other person without the consent or connivance of her husband.

Though article 15 of our constitution of India prohibits discrimination on grounds of sex, our Indian Penal Code has discriminated it legally.
Thus, our Indian laws, in ultimate analysis, unfortunately endorses that the WIFE IS THE PROPERTY OF THE HUSBAND and conveys that a man is entitled to have exclusive possession of, and access to, his wife's sexuality, and a woman is not eligible to have such an exclusive right and claim over her husband. She is, therefore, not entitled to prosecute either her promiscuous husband or the "outsider woman" with whom her husband had consensual sex.
माहितीच्या अधिकारात माहिती-
पत्नी, परस्त्रीविरुद्ध पतीसोबत असलेल्या लैंगिक संबंधासाठी गुन्हा दाखल करू शकत नाही; परंतु, पती यासाठी परपुरुषाविरुद्ध गुन्हा दाखल करू शकतो. विवाहबाह्य लैंगिक संबंध पतीने केल्यास गुन्हा नाही; पण पत्नीने केल्यास तो गुन्हा आहे.
भारतीय संविधानाचा अनुच्छेद १५, लिंगावरून कुठल्याही प्रकारचा भेदभाव करण्यास मनाई करतो. तरीही अश्या घटनाबाह्य भेदभावाला भारतीय दंड विधानाची (भा. द. वि.) कलम ४९७ कायदेशीर मान्यता देते. भा. द. वि. ची कलम ४९७ जी परगमन (जारकर्म- अडलट्री) याला गुन्हा म्हणून संबोधित करत जरी असली तरी, ती स्त्रियांच्या बाबतीत भेदभाव करते; असे माहितीच्या अधिकारात उघड झाले आहे.
यावरून असे दिसून येते कि, आपले भारतीय कायदे; पत्नीला पतीची मालमत्ता मानतात व असे अभिव्यक्त करतात कि पत्नीच्या लैंगिकते वर तिचा स्वतःचा नाही, तर फक्त पतीचा ताबा आहे. परंतु, असा अधिकार पत्नीला पतीच्या लैंगिकतेवर नाही. त्यामुळे, पती ज्याप्रमाणे पत्नीच्या आयुष्यात येणाऱ्या परपुरुषावर गुन्हा दाखल करू शकतो; त्याप्रमाणे, पत्नी, पतीच्या आयुष्यात येणाऱ्या परस्त्री विरुद्ध गुन्हा दाखल करू शकत नाही.

Teaching "God is the Creator" in Schools whether unconstitutional- Prime Minister Office asks department of School Education and Literacy, Ministry of Human Resource Development-Government of India to inform.

Whether teaching in schools “God is the Creator’ is unconstitutional?
PMO asked Ministry of Human Resource Development to inform!
Recently Prime Minister Office has asked Department of School Education and Literacy, Ministry of Human Resource Development to inform whether teaching ‘God is the Creator’ by schools conforms with the secular character of the country and whether it is violation of any of the article of Constitution of India?
This information was provided to Dr. Indrajit Khandekar under right to information act by Prime Minister’s office. Dr. Khandekar who is professor and in-charge of Clinical Forensic Medicine Unit at Mahatma Gandhi Institute of Medical Sciences- Sewagram, Wardha had submitted a detailed representation of 19 pages to Prime Minister of India Shri Naredra Modi and Union Minister of Human Resource Development Shri Prakash Javadekar highlighting the issue of promotion of textbooks by various schools across the country approved by the Central Board of Secondary Education (CBSE) and Council for the Indian School Certificate Examinations (CISCE- ICSE) boards for the subject of ‘Value Education’ that mentions ‘God is the Creator’.
Most of the schools affiliated to CBSE & ICSE boards have made it compulsory for the students to buy the said books.  These books also provide assessment for the same and there is compulsory question paper on it; due to that, all the students has to recite the said thing despite students/ parents genuine, conscientious religious objection.
Dr Khandekar has raised following questions in his report:
1)     Whether compulsory promotion of textbooks that mentions ‘God is the Creator’ by the schools and teaching only theology of a particular religion by schools involving students of different communities/ families is regarded as providing ‘Religious Instructions’ within the ambit of Constitution of India and comport with the ‘Secular character’ of the state?
2)     Whether forcing/ requiring the school students to take part in religious instructions (i.e., teaching ‘God is the Creator’) and to inculcate beliefs/ tenets of other religions in the minds of students by the schools despite students/parents genuine, conscientious religious objection, contravene the rights guaranteed by article 28 (3) and Art. 19(1) (a) and 25 (1) of Constitution of India?
Even NCERT (National Council of Educational Research & Training- Delhi) appreciated the concern and extensive research done by Dr Khandekar on this issue, but expressed its inability to do anything in this matter as it comes under central & state Government.

STATUS IN OTHER COUNTRIES:
In other countries, teaching Creation theory/ Creationism to students in schools is declared as UNCONSTITUTIONAL by US Supreme Court and other courts and therefore such type of teaching is banned in those countries.

Law Commission of India to study the laws related to Autopsy: Role of MGIMS

               It is our privilege to share with you all that the Prime Minister Office has recently asked the Law Commission of India to study the laws related to Postmortem examination/ Autopsy (PM) in the country and to give a comprehensive report covering all aspects of criminal laws so that comprehensive amendments can be made in the various laws viz. Code of Criminal Procedure, Indian Evidence Act etc. related to PM examination.
This move comes on a detailed 82 page study report of MGIMS entitled "Constitutional Validity of Police Officials Existing Practice of Ordering Post-mortem Examination vis a vis 174 CrPC- A Cause of Concern" that was submitted in Dec 2015 to Hon’ble Prime Minister Shri Narendra Modi, and Shri Rajnath Singh- Union Home Minister through Dr BH Tirpude sir (Prof & HOD). Please click here to download full report.   
Not amending the 117 year old law (1898) has led to:
1.     Forcing untrained MBBS doctors to do postmortems.
2.     Unscientific, improper death investigation and incomplete PM reports- one of the reasons for low conviction rate.
3.     Unnecessary postmortems.
4.     Relatives’ facing tremendous difficulties for getting copy of PM report.
5.     Collection of various organs and even fetuses of pregnant lady for keeping in museum without any procedure.         
Suggestions: Like other countries our law should have following provisions:
a.      Autopsy, preferably to be done by forensic medicine expert.
b.     Police to decide whether to order dissection and extent of it in consultation with doctor.
c.      Strict measures to avoid unnecessary dissection of dead bodies.
d.     Provide the copy of PM report to relatives by doctor free of cost etc.

Use of DNA evidence in Rape Cases- New Rules for POLICE- Role of MGIMS.

               It is our privilege to share with you all that, we could successfully implement another project that will help the police department to use DNA evidence in rape case effectively and properly. This Pilot Project is implemented successfully in Wardha under the leadership of Superintendent of Police- Shri Ankit Goyal.
               In a unique initiative, we will be in a process to implement the 11 year old law (164 A CrPC & 53 A CrPC) effectively.
               We have replaced the old police investigation formats with the new one drafted for proper and correct use of DNA evidence.
               We had submitted a detailed report to Home Minister Shri Devendra Fadnavis for necessary action through Prof & Head Dr. BH Tirpude sir.
Materials studied to draft the said report:
1)  97 judgments delivered by High Courts of Maharashtra in 2010-2015. Out of 97, 54 cases occurred between 2005 to 2013. These cases include the cases of 26 districts of Maharashtra.
2)  Questions asked by the cops of 13 districts to FSL while forwarding biological evidence for analysis (Gondiya, Chandrapur, Pune, Snagali, Solapur, Wardha, Nagpur, Latur, Kolhapur, Yawatmal, Amravati Mumbai, Nashik).
Existing lacunae as per the Report:
1)  Semen was found on the victim’s clothes in 15% cases but DNA was NOT DONE in all the case i.e., 100% (Even those occurred after 2005 and upto 2013). Even, in 60% cases blood group was not done to match it with the accused.
2)  High Courts had observed that though semen was found on the cloths of the victim, no grouping or DNA was done, hence possibility of sprinkling of semen of other person on the cloths by police cannot be ruled out.
3) Though in some cases blood group of semen on victim’s clothes was determined but, police doesn’t prove the blood group of accused and also does not prove that the semen doesn’t belong to victim’s husband.
4)  Around 50% cases Blood group of the accused was also not determined.  
Reasons for the loopholes:

·       Inadequate & improper questions asked by the cops to FSL while forwarding biological evidence collected from the victim, crime scene and accused (Blood, Semen stains, cloths, hair fibres, condom etc) for chemical analysis.
